The most attractive option in Slovenia is voluntary supplementary pension insurance, because in 2026 contributions of up to 5.844% of gross salary, capped at €3,224.18 a year, reduce your income tax base. Someone who starts in their thirties with €50 to €100 a month retires with noticeably more than someone who starts at fifty.

In short: in Slovenia you can save for retirement through a collective plan run by your employer or through an individual plan. Contributions qualify for tax relief (up to €3,224.18 in 2026), and the savings are normally paid out after retirement as a pension annuity, of which only half is taxed. An individual plan can be cashed in at any time, but the payout is taxed. For extra long-term saving there are also annuity insurance policies and investment funds.

Why save for retirement at all

The Slovenian pension system rests on three pillars. The first is compulsory insurance with ZPIZ, the national pension and disability insurance institute, which pays the state pension. Someone retiring in 2026 or 2027 with 40 years of pensionable service receives 63.5% of their pension base, and that base is closer to a net salary than to a gross one. For most people the gap compared with their working-life income is significant.

First pillar: compulsory pension and disability insurance with ZPIZ.

Second pillar: voluntary supplementary pension insurance with tax incentives, either collective or individual.

Third pillar: any other personal saving for old age, such as annuity insurance, mutual funds or shares.

Saving for retirement makes sense because time works in your favour: small monthly amounts invested over 30 or 35 years grow into a sum you cannot catch up with later, even with much larger contributions.

Supplementary pension savings: collective or individual

Supplementary pension insurance in Slovenia is offered by mutual pension funds, pension companies and insurers. The pension plan must be approved and entered in a register kept by the tax authority, otherwise no tax relief applies. On 31 December 2025 there were 640,821 members, although almost 236,000 of them had suspended their contributions.

Collective plans through your employer

In a collective plan the employer pays all or part of the premium. For employees this is better value than a pay rise: the premiums are not subject to social security contributions and do not count as a taxable benefit, while the employer can deduct them as a business expense. In 2026 the employer’s contribution must be at least €432.61 a year, or €36.05 a month per employee. Under new rules, employers with more than ten staff and no collective plan must start negotiating one, with a deadline of 1 January 2028.

Individual plans

Anyone who pays the premiums entirely from their own money can take out an individual plan. You decide how much and how often to pay, and you can pause contributions. One key difference: an individual saver can withdraw the surrender value at any time, while a member of a collective plan generally has to wait until retirement.

Most providers use life-cycle funds. Younger savers sit in a more dynamic sub-fund with more equities, move to a moderate one around 50 and, after 60, into a sub-fund with a guaranteed return.

Pension savings and tax relief in 2026

Premiums paid into supplementary pension insurance reduce your annual income tax base by up to 5.844% of your gross salary (24% of compulsory pension contributions), and by no more than €3,224.18 in 2026. The limit applies to all contributions combined: if your employer does not use the full relief, you can use the rest. The official explanation, in Slovenian, is on the Slovenian government page on voluntary supplementary pension insurance.

How much you get back depends on your Slovenian income tax bracket. The table shows the approximate annual tax saving for different monthly premiums.

Monthly premium

Annual contribution

Saving at 16%

Saving at 26%

Saving at 33%

€50

€600

€96

€156

€198

€100

€1,200

€192

€312

€396

€200

€2,400

€384

€624

€792

This is a simplified calculation. The relief cannot exceed 5.844% of your gross salary, so to get full relief on €1,200 a year you need an annual gross salary of at least about €20,500. On lower salaries part of the contribution is not recognised.

How much you can save and why starting early matters

Nobody can promise an exact figure, because it depends on investment returns. An illustration published by one Slovenian pension company gives a good sense of scale, assuming a €100 monthly premium until retirement at 65 and an annuity with a 20-year guaranteed period:

starting at 25: about €484 a month,

starting at 35: about €240,

starting at 45: about €109,

starting at 55: about €41.

These amounts are not guaranteed, but they show clearly that a ten-year delay roughly halves the annuity. When choosing a provider, compare entry and management fees, the past returns of the sub-funds and the conditions for stopping the plan.

When and how you get your money

You become entitled to a supplementary pension once you claim an old-age, early, disability or survivor’s pension. An early supplementary pension is possible from age 53 if you are no longer in compulsory insurance. The money is paid as a pension annuity by a pension company or insurer.

Lifetime annuity: a monthly amount for life. You can choose a guaranteed period of 1 to 20 years; if you die within it, your beneficiaries receive the annuity until the period ends.

Accelerated annuity: most of the savings are paid in the first few years, after which the amount drops sharply.

Lump sum: a collective member who already receives a state pension can take everything at once if the savings do not exceed €12,000.

Only half of the annuity is taxed. Payments of up to €160 carry no tax withholding during the year; above that, 25% is withheld on half of the annuity, and the final tax is settled in the annual income tax assessment. If you cash in an individual plan before retirement, the surrender value is subject to income tax (25% withheld in advance), so early withdrawal is usually a poor deal.

Annuity savings and other long-term options

Once you have used the second-pillar relief, there are other ways to save for old age. Annuity savings with an insurer (annuity insurance) pay regular amounts after the saving period, for a fixed term or for life, but the contributions carry no tax relief. Mutual funds and ETFs keep your money more accessible but fluctuate more.

When comparing annuity offers, check at least the costs, any guaranteed return, the payout period and what happens if the saver dies. Build an emergency fund first and only then commit to long-term saving, so that an unexpected bill does not force you into an early withdrawal.

Frequently asked questions

How much tax relief is there for pension savings in Slovenia in 2026?

Up to 5.844% of your annual gross salary, capped at €3,224.18 a year, for employer and employee contributions combined.

Can I withdraw money from supplementary pension insurance early?

With an individual plan, yes, at any time, but the payout is taxed.
